If you mean a digital computer with memory used for program storage, then the ABC computer at Iowa State during WWII won the arguments. But there were computers before then, most of them analog where voltages represented values and wiring circuits did calculation of results. And the progress made on developing computers was made by many many people, not just one "inventor". There are many people out th! ere who would say that the first "computer" was the abacus, invented in Asia about 5000 years ago.
