Wilbur Marksberry: Mine doesn't, I have an older Series 2 HDD only DVR.Standalone HDD based DVRs that can also write to DVD are not illegal anywhere in the USA.It is not in a state's jurisdiction to disallow such a device. Only federal law would govern such a device.Now, what may be illegal is to import a DVR, regardless of the media, which has only an analog tuner.
